Re-roofing a California skilled nursing or intermediate care facility is regulated by HCAI (OSHPD 2), not the city. Any re-roof over 300 square feet needs an HCAI building permit, local Planning approval, an Inspector of Record, and a UL Class A or B fire-rated assembly with positive drainage, installed to current California Building Code. ADCO handles the roofing and coordinates the permit path end to end.

Why it's different

A care-facility roof isn't a normal commercial roof.
For single-story wood or light steel frame SNFs and ICFs, HCAI is the building department — it reviews plans, issues the permit, observes construction, and closes the project, superseding local authority. A contractor who treats it like any other commercial job can trigger an investigation fee, forced plan review, and rework of non-complying work. Getting it right the first time is the whole game.
